This book is the first comprehensive study of the various ethics issues that have beset the Clinton administration. It is written by a legal analyst uniquely positioned to understand the maze of ethics considerations in the current federal government. The author examines the existing system of ethics laws and standards, and evaluates the Clinton administration's pledge to comply with higher standards of ethical conduct than previous administrations.
