Description
Brian J. Cook argues that for more than two centuries there have been two conceptions of American politics: the "instrumental" (bureaucracy's job is to carry out the orders of elected officials) and the "constitutive" (bureaucracy should play an active and sometimes independent role in public policymaking). Through an examination of key moments in the history of public administration in America, the author shows how these two sides of public administration have been in constant tension, with the instrumental side eventually gaining the upper hand.
