For efficient and equitable production, external trade and domestic marketing systems to be realized, analysis of interlinking issues relating to the respective roles of the public and private agents in the food and agricultural sectors is necessary. There are three main areas of concern: the process of privatization, the ability of the private sector to assume the role of fulfilling all marketing and distribution functions as well as meeting social objectives and finally the issue of regulatory functions which underpin the operation of the market. All these are addressed in this report.
