This sixth volume in the European Air Law Association conference series contains the papers of the 1993 annual conference held in Paris. Since the 1992 conference a few significant developments have taken place, above all the going into effect of the "third package" on 1 January 1993. The third package entails the liberalisation of the following 3 areas: the licensing of air carriers, access for Community air carriers to intra-Community air routes and the setting of fares. Another important element of the third package is the extension of air transport competition rules to cover domestic routes. An important area still left virtually untouched by the European integration process concerns external aviation relations. The securing of the exclusive rights for the Community in this sphere is not as popular as it was before, although, indirectly, the Commission is trying to have the exclusive competence recognised by the Court of justice. Meanwhile most European airlines are hindered by financial difficulties requiring serious attention, as a result of slackening markets, fierce competition and growing unionism in the industry.
Due to these and other problems there is no doubt that the future of the European airlines "remains as open as ever."
