Description
A report produced by a study group set up by the Federal Trust, this text examines the implication for networking and information technology within the European framework, in terms of education, healthcare, business and administration. The text looks at the role of government at European, national and regional levels in managing the information technology revolution. It makes policy proposals in the areas of finance, standardization, public policy, competition and regulation. The report also argues for the full denationalization and liberalization of telecommunications in order to reinforce innovation, and calls for a more coherent regulatory framework at the European level. It proposes the setting of maximum levels of universal service, and examines various ways of financing the building of the broadband network throughout Europe.
