Most authorities on World War I consider that Germany and her allies were defeated by economic crisis rather than the force of battle. An important element in this crisis was the shortage of food and fodder, which made its greatest impact in the large cities. The development of food administration in Berlin, the largest city, not only portrays the German response to an exceedingly critical situation but also, and primarily, furnishes insights into the nature of management as such.
