Towns and cities must change if they are to respond to society's needs. The challenge that cities face is accommodating these changes whilst improving urban quality. This report is concerned with the quality of the urban built environment - those factors and elements which influence and impact upon the form and quality of the physical fabric of buildings, structures and spaces. Its aim is to develop a greater understanding of the role of planning in recognising and promoting urban quality in London. It identifies the goals that need to be achieved, goes on to give a sample of current practice, and takes a look at the way forward.
