Description

Two important questions were behind this study on the "take-up" of social security benefits: why do so many people who are entitled to benefits not receive them; and why are so many ineligible people applying for benefits? Previous attempts to understand the "take-up" of benefits have tended to concentrate on the behaviour and personal choices of individuals. The author maintains that broader perspectives on benefit take-up (and non-take-up) are required to encompass both sides of the benefit equation - the customers/claimants (client-side factors) and the design/administration (supply-side factors).
