Use of the Internet to communicate, trade, publish and procure presents an interesting but important paradox. On the one hand, the truly global and open nature of the Internet enables users to access and hold information on it from wherever and whenever they like. On the other hand, the onus is on the users to take the responsibility for their actions from not only the legal and moral standpoints, but also the security impacts. The "Reference book", through an analysis of the principal laws of England and Wales, represents an attempt at identifying the implications of the law. Its companion, the "Guideline", addresses the use of the Internet from the legal aspects at an overview level.
