Despite the expansion of electronic and cooperative networks and the growing legion of information professionals, the challenge of intellectual freedom is still immense. Indeed, in many cases technology may actually create economic and other barriers to the free and easy access to information.This study represents an effort to define and compose an ethical and legal framework for the activities of information professionals that transcends cultures.
