This book focuses positively on a particular kind of `politics of scarcity': how human service groups can join forces and work together in coalitions in order to manoeuvre government resources more effectively, generate new non-governmental resources and find substitute funds. The book briefly reviews the experiences of thirteen coalitions and describes how to organize, develop and maintain a coalition. Exercises give readers the opportunity to apply the knowledge presented in each chapter.
