The enduring character of England is most clearly to be found in the countryside. Yet the pace of change has increased and much of what we most value about the rural scene seems threatened by increasing mobility, the pressures of leisure and recreation, the decline of jobs in rural industries and the demands for new jobs in businesses which once would have been found only in the towns. This White Paper is about a living and working countryside, recognizing the stresses and strains of widespread change, and looking at the qualities whose preservation is a continuing commitment in a country which values the rural way of life.
