This study is written with three main readerships in mind. The first is the government employees working in the fisheries sector as Fisheries Officers. The aim here is to present the basic issues of fisheries economics together with the available statistical evidence for Tanzania. Secondly, the book is directed toward those responsible for government policy in fisheries, both administrators and politicians, through legislation, the design of the regulatory framework and development spending. Key areas for concern, particularly the need for accurate data, sound regulation and effective training, research, extension and credit delivery are highlighted for policy consideration. Finally, the book seeks to consolidate information on Tanzania's fisheries for the benefit of the aid agencies that have in the past supported, or will in the future consider supporting Tanzania's fisheries. In this regard there continues to be a need for surveys to evaluate fish stocks, courses for Fisheries Officers and small-scale fishers, and the development of appropriate techniques to improve productivity in the small-scale fisheries sector.
The book begins with a brief survey of Tanzania's fisheries sector to provide general background for subsequent chapters. The main conclusion drawn from this overview is the overwhelming importance of the small-scale (artisanal) sector. As a result, the book gives considerable emphases to problems and issues related to small-scale fishers.
