In 1986 the Royal Fine Art Commission's 'Design in the High Street' set out a clear message for improved design and advocated its realisation through a system of closer management. Ten years later the wisdom of this message has been acknowledged. Town centre managers are now established in many towns and the practice is being embodied in government policies.
