It offers an inside perspective of the reform process, with all the articles written by people who were involved in the economic reforms. Whilst unanimously advocating radical reform, the contributor's provide empirical evidence of the pressing economic issues of the period. They are critical of the reform process, advocating that the reforms were not radical enough in content or approach.
