Shore to Shore demonstrates how EU policy toward the Maghreb has become increasingly defined by anxiety about the potential for rising migration levels from North Africa into Europe. By examining the 'hidden' civil war in Algeria, the rise of extreme right-wing political movements in western Europe, and moves to create a Euro-Mediterranean 'free trade' area, Collinson illustrates the profound influence of the migration issue on political and security relations between the two regions in the 1990s.
