This is a practical analysis of the current debate about unemployment in the European Union. Despite the EU's formal recognition of unemployment as its fundamental economic problem, it is not clear that EU policies are significantly tackling the issue. Symes identifies the fact that commitment to the EMU seems to exacerbate the difficulties by forcing austerity measures on governments so that they can comply with the convergance criteria, and she warns of the potentially devastating social, political and economic effects that ignorance or trivialization of this issue could result in. The work considers the viability of the alternatives that have been suggested, including those discussed at the November 1997 summit on unemployment. The European Dossier series should be useful to anyone wishing to understand the key areas of contemporary debate in the EU.
