But rather than trying to establish how effective aid has been, the focus is shifted towards one of the key determinants of effectiveness -- the aid relationship. The study looks at the relationship between Zambia and its donors and discusses the likely impact of aid in a country where poverty has become rampant and the international debt has reached unmanageable proportions.
