Full account is taken of the 1997 Treaty of Amsterdam, and of the ways in which this builds upon the Maastricht Treaty on European Union, particularly in shifting the boundaries between the Community and non-Community elements of the Union, and in opening the way to greater flexibility. John Usher is Salvesen Professor of European Institutions at the University of Edinburgh, Honorary Jean Monnet Professor of European Law, and Director of the University's Europa Institute.
He has written extensively on EC law and institutions, and has lectured widely throughout the European Union.
