This work presents the findings of the second and third stages of a four year study of the implementation of those parts of the Children Act 1989 that relate to the co-ordination, provision, regulation and support of day care services for children under eight years. The aim of the study has been to monitor the implementation and to evaluate the impact of these parts of the Act, with particular focus on day care services for children under five in England.
