The book is an output-orientated analysis of the decision-making process in Germany - frequently dubbed as the highly fragmented 'semi-sovereign state' with parliament at its centre. The book combines a comprehensive study of all the aspects of governance, such as the role of the media in agenda-setting, the various levels of legislative action (including the European Union), the role of the parties, the impact of federalism and the Constitutional Court. The implementation and evaluation of all important laws and decisions since 1949 is examined in a comparative perspective on parliaments abroad. It is a quantitative and qualitative analysis in the light of recent theories of public policy theory. With quantitative evidence from the interventions of interest groups in all the major policy areas familiar typologies of corporatism are challenged. The German case shows that corporatism and semi-corporatism in some arenas coexists with pressure group pluralism in other fields. The role of the new social movements has also changed the legislative process. The debate on a decline of parties frequently postulated that parties no longer have control of the decision-making process. The German case demonstrates that parties within the network of an 'uncosy pentangle' (parliamentarians, interest groups, bureaucrats, actors in the federalist system and parties) still exercise the coordinative power within the system. The networks are controlled at the price of shifting arenas of deliberation: form parliament to round tables and extra-parliamentary committees.
