Souvent evoque en guise d'antecedent aux premieres institutions europeennes, le Plan Briand reste meconnu. Jusqu'ici, l'historiographie n'en a guere retenu les potentialites, celles d'une cooperation etendue a la totalite des vingt-sept Etats associes a cet ambitieux projet europeen, que la crise economique et l'arrivee des nazis au pouvoir ont bloquee net.
Ce recueil d'etudes rassemble les communications presentees au colloque sur "Le Plan Briand d'Union federale europeenne" qui s'est tenu a Geneve en septembre 1991. Une quarantaine d'historiens ont ouvert de fecondes perspectives a une meilleure connaissance des arguments avances par les Etats. Les etudes reunies ici offrent des points de repere a toute analyse s'interrogeant sur la permanence des vues et des interets des nations, face a la construction europeenne.
Even though it was frequently taken for the closest precursor of the Communities, the Briand Plan remained in the shadow of the first European institutions. Until now historians did not take into account the full potential of this ambitious project, with regard to an extensive cooperation among the twenty-seven nations involved. The economic crisis and the rise of the Nazi regime put a premature end to these efforts.
This collection of essays assembles the papers held at the 1991 Geneva conference on "The Briand Plan of a European federal union." Forty historians open new fruitful perspectives towards a better understanding of the argumentation lines prevailing among governments. They offer a thorough analysis concerning each nation's permanent views and interests about the building of a united Europe.
Obwohl er oft als Vorlaufer eines europaischen Zusammenschlusses bezeichnet wird, bleibt der Briand-Plan verkannt. Bis heute hat die Geschichtsschreibung nicht genug berucksichtigt, in welchem Masse in diesem ehrgeizigen europaischen Projekt eine umfassende Zusammenarbeit der siebenundzwanzig Staaten angestrebt wurde. Die Wirtschaftskrise und die Machtergreifung der Nazis hatten seinerzeit das Projekt vollig blockiert.
Dieser Sammelband vereinigt Vortrage, welche am Kolloquium "Der Briand-Plan eines europaischen Bundessystems" gehalten wurden, das im September 1991 in Genf stattfand. Etwa vierzig Historiker zeigen aufschlussreiche Perspektiven zu einem besseren Verstandnis der Stellung aller beteiligten Staaten. Die hier vereinigten Beitrage bieten Anhaltspunkte zu einer eingehenden Analyse, indem sie der Frage nachgehen, wie konstant die Ansichten und Interessen der einzelnen Nationen in bezug auf ein vereinigtes Europa sind."
