The contributors relate the significant progress made through bilateral dialogues, inter-state relations and regional meetings of the SAARC against the backdrop of a new international system which has little concern for South Asia. They stress the importance of strengthening linkages by concentrating on the economic and cultural concerns of the region, rather than on political and security issues.
