An introductory commentary traces the history of events leading to the incorporation of the European Convention on Human Rights into UK law, scheduled for 1998, which represents a political and legal "first step" towards a Bill of Rights, and examines the prospects and options for the future preparation and enactment of a homegrown constitutional Bill of RIghts for the United Kingdom.
