It brings together a collection of writings and materials, drawn from 149 published documents, from the Magna Carta of 1215 to the pre-1997 election Labour/Liberal Democrat joint agreement on constitutional reform and human rights legislation. An introductory commentary traces the history of events leading to the incorporation of the European Convention on Human Rights into UK law, scheduled for 1998, which represents a political and legal "first step" towards a Bill of Rights, and examines the prospects and options for the future preparation and enactment of a homegrown constitutional Bill of RIghts for the United Kingdom.
