This is its twenty-first edition covering the events of 1980 and presenting an astute appraisal of the most important developments.It was the year of the 'second coming' of Pierre Trudeau in February, ending the nine-month interval of Conservative government, and it was a year of political confrontation between the provinces and Ottawa. Although the 'No' vote in the referendum in May set back the hopes of Premier Levesque and the Parti quebecois for independence, Quebec separatism remained a leading issue, and the growth of separatist movements in the west and the ansense of western representatives in the new federal government reflected the sense of alienation there. Federal proposals for reforming the constitution were opposed by a majority of provincial premiers, and Alberta and Newfoundland were in conflict with Ottawa over the issues of jurisdiction and pricing of natural resources. For the whole country, economic stagnation, unemployment, inflation, and climbing interest rates were crucial problems and further exacerbated federal-provincial relations.Professor Byers and his contributors subject all these matters to a searchingscrutiny. In addition, as in previous editions, they provide an account of the legislative sessions, party developments, and economic affairs at the national and provincial levels, and Professors Fred Lazar and David Layton-Brown respectively analyse the national economy and external affairs. Pierre Trudeau announced his resignation on 29 February, ending months of speculation about the possibility that he would lead the Liberal party into one more election. When the convention to select his successor was called, Liberal fortunes began to pick up in the polls; when John Turner was selected Liberal leader, it seemed inevitable that he would move quickly to call an election to take advantage of these gains. He did indeed call an early election, but by the time the vote was held, the polls had shifted again and Brian Mulroney was selected Canada's prime minister, the third prime minister in 1984, but only the fourth in sixteen years.Parliament entered the year wrestling with the problems of economic growth, the federal government deficit, and unemployment. At year end the same problems remained, but legislative action had been taken in a number of important areas of long-standing concern. Perhaps the most significant action in the social policy area was the passage of the Canada Health Act, through which the federal government proposed to end extra-billing by physicians through withholding transfer payments from the provinces that permitted such practices.

A proposal to reinstate capital punishment was rejected in a free vote.Overall the Canadian economy performed well, although slumping oil and gas prices continued to create problems in the western provinces, Ontario Premier David Peterson was re-elected, this time with an overwhelming Liberal majority. But the dominant story in Canadian newspapers throughout the year was free trade with the United States.
