Description

This report looks at the future of the Commonwealth in a period of rapid change. It presents a wide variety of observations, identifying opportunities and potential. The central observation is that the Commonwealth is acquiring a new significance and that the UK policy-makers should bring this major change to the forefront of their thinking. From being a "club" of countries, it has developed into a network with a range of changing interests and aspirations, including extensive changes in political and economic relations.
