Description

This proceedings, ""Coordination: Water Resources and Environment"", consists of papers presented at ASCE's 25th Annual Conference on Water Resources Planning and Management and the 1998 Annual Conference on Environmental Engineering held in Chicago, June 1998. These papers explore the basic principles that should guide the coordination between water resources development and environmental mandates. These basic principles are: maximizing tangible direct benefits from the project, as compared to the tangible costs; saving of lives; determining environmental effects; protecting the liberty of people to lead the lives they wish without undue disturbance; and ascertaining human welfare effects of water resource development. While these principles are not new, what is new is the concept of considering all of them with no priority. This proceedings will assist the water resources and environmental engineering communities in determining the seriousness of the problem, the effectiveness of present national institutions, and the need for any major changes.
