This text records the proceedings of the 1998 Conference of the European Institute of Social Security, held at Balatonfured in Hungary, to consider the effects of globalization on trends in social security. Among the important issues raised are: new schemes for financing social security programmes, particularly private funding initiatives; effects of the ageing of the population, high unemployment and rising healthcare costs; the impact of ILO and Council of Europe standards in health services and old-age pensions; and the privatization of social security and its sociological consequences. The text also offers perceptions of the role social security issues play in the jurisprudence of the European Court of Human Rights; the insights for Europe to be gained from Chile's profoundly reformed pension system; and considerations about who guarantees social security as States rely increasingly on the competencies of supranational bodies. The analysis of current trends presented in this book should interest and inform anyone - whether in government, business or academia - concerned with the development and future of social protection systems, not only in Europe but throughout the world.
