This text aims to improve knowledge on the impact of territorial organization of powers on policy-making from a comparative point of view. Case studies of six countries - federal and unitary states - establish the relationship between state structure (federal or unitary) on the one hand and policy formation and performance in regional and environmental policies on the other. It is revealed that we need more and more refined classification of the various forms of territorial division of powers in order to understand variations in policy performance.
