This study of practice in the field of area-based employment initiatives, highlights the critical role of innovative projects led by local entrepeneurs or organizations within regional development programmes. Its overriding conclusion is that such initiatives make a positive contribution to employment creation and to combating social exclusion at a local level. The United Kingdom has has been a test-bed for area-based approaches because of the widespread implementation of community economic schemes carried out between 1994 and 1999.
