Description

The employment performance of the EU improved significantly in 1999. A new strategic goal has been endorsed to be attained by 2010: to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. This report examines basic elements of the employment challenge, analyzing both the nature and quality of jobs being created. It also reviews progress in transforming the labour markets in the Central European candidate countries. Finally, it assesses the impact of tax and and benefit systems on employment, guaging the tax burden on labour and the tax wedge as well as coverage and replacement rates of unemployment benefits and early retirement systems.
