This is an account of how different local government structures influence the capacity to address and alleviate the urban environmental problem of air quality management. The book explores urban environmental issues and focuses on two main areas of local government organization studies. Firstly, it concentrates on the description and analysis of what academic literature has identified as organizational structures and other traditional aspects; and secondly it examines the analysis and description of key actors that in the past were not considered or not involved in the process of governing metropolitan areas.
