The Ports '83 Specialty Conference, whose theme is "Modernization, Upgrading and Repairs," covers considerations in port operations, design and construction due to obsolescence and deterioration of facilities, demands on commercial shipping and pleasure craft and requirements of regulatory bodies. These considerations are of much interest and importance to the civil engineering as well as other branches of engineering, ports, and civic communities. Because of the ever-changing technology in cargo handling and ship construction, increasing cost of construction and difficulties of obtaining capital funds for construction and keen competitiveness of this industry, many ports have been seeking more actively into upgrading and modernizing rather than completely rebuilding an existing obsolete facility to effect cost savings and maintain the operations at the facility with the least disruption so that cargo loss to the port would be minimized.
The proceedings contain papers that deal with case histories of port modernization programs, innovative design techniques, planning in face of obsolescence, incremental upgrading of existing facilities to meet the demands of shipping, and conversion of existing obsolete facilities for new uses. Some of these include cases of international nature. There are discussions on design considerations for container marshalling yard, load testing geotechnical factors involved in wharf design and construction, underwater inspection and repairs, bulkhead repairs, pollution and safety concerns, fender systems, maintenance of waterways and channels, and bulk and coal terminals.
