Description

While the world's beaches continue to erode, the United States is losing billions of dollars in the form of lost coastal lands and damage to buildings and infrastructure. Coastal engineers and scientists have found that a significant percentage of this erosion is caused by the works of man, such as dams and flood control work on rivers and streams, mining of coastal sand, urbanization, and navigational and other coastal structures which block or divert sand from the beach system. Emerging questions of legal rights and liabilities have created a need to focus on the growing body of law, management and engineering involving beach erosion, and sand and property rights of landowners in the coastal zone. ""Sand Rights 99: Bringing Back the Beaches"" is a compilation of papers offering suggestions on integrating legal, regulatory, economic, and engineering approaches to the issue of beach management and enhancement. The authors of these papers are pre-eminent experts in the fields of coastal processes, sand rights law, coastal engineering, land use planning, and administration.
