The United Nations Institute for Disarmament Research has conceived and developed this handbook as a means of facilitating a dialogue on arms control. The lexicon provides clear and precise definitions of arms control terms and places these terms in a historical context. A common vocabulary and a shared understanding of achievements at the global level and in other regions can only facilitate the exploratory discussions that have been taking place for some time and the official negotiation and agreements that must eventually be realized.
