AIDS is probably the most serious disease to afflict us in recent times and it continues to cause widespread public concern. There are wider social, ethical and economic problems created by this disease which are outside the control of health departments but this report addresses the significant issues within the health department's influence. Planning and funding of HIV and AIDS related health services are considered, along with the provision of treatment, care and prevention services in response to the AIDS epidemic.
