The report of the historic first session of the Assembly of States Parties to the Rome Statute of the International Criminal Court (ICC) contains the international agreements negotiated by the Preparatory Commission for the ICC from 1999 to 2002. These agreements were identified at the Rome Conference as necessary for putting into place the practical arrangements for the establishment of the ICC. They include, the Rules of procedure and Evidence, the Elements of Crimes, an Agreements on the Privileges and Immunities of the ICC, a draft Relationship Agreement between the ICC and the UN, the financial regulations and rules of the ICC and a budget for the first financial period of the Court. The Assembly also adopted a series of resolutions and decisions with respect to the crime of aggression, the procedure for the nomination and election of the judges, the prosecutor and deputy prosecutors of the Court and other issues. Presented as a single compilation of all the key instruments negotiated in the post-Rome period, the report is a necessary addition to any collection relating to the ICC, international criminal law, international humanitarian law or international human rights law.
