This Handbook is designed for use in developing training courses in civil registration and vital statistics systems. It consists of 23 training modules that can be presented in approximately one hour each. The modules cover the basic elements, principles, concepts, definitions and techniques recommended by the United Nations for the development, implementation, operation and maintenance of reliable civil registration and vital statistics systems. The annexes contain references that may be used as supplementary material to help tailor the course to a particular target group. It is hoped that senior officials from civil registration and vital statistics who are recipients of the training activities will be able to replicate these lessons for audiences of their own countries and regions.
