This work looks at a new arms race which the general public has hardly yet heard of - the development of so-called non-lethal weapons such as blinding lasers, electrical stunners, infrasound disorienting beams, repeat pulse microwave devices and a whole range of new chemical weapons. The authors explain what the new weapons are and how they work. They describe how this military hi-tech is already beginning to be used and the health risks, ethical implications and human rights consequences involved.
