In the wake of the September 11 attacks, Americans were confronted with a new kind of war and a new kind of danger. After the strikes, institutions were created to mobilize the domestic response to potential terrorist threats and Congress passed legislation giving the president broad powers to fight terrorism and to provide heightened security for the nation.
