These guidelines have been prepared jointly by the UNECE Committee on Environmental Policy and the Committee on Sustainable Energy, and endorsed by the fifth Ministerial Conference, held in Ukraine in May 2003. They contain information on the reform of energy pricing and subsidy schemes so as to avoid market distortions, increase economic efficiency and improve service quality. The guidelines take account of economic, environmental and social concerns to promote the sustainable production, tranmission and use of energy. They will be of particular value to developing countries and transition economies where energy prices may not reflect real economic costs.
