What would the United States do if it were really serious about reducing the demand for illegal drugs? This book offers a compelling answer. The authors believe that the only way to significantly reduce the effect of illegal drugs on our citizens, our communities, and our nation is to substantially reduce the demand for drugs. Reducing Illegal Drug Use stands in contrast to those who believe that drug use is a fixed commodity and who argue for decriminalization of drug possession. McGarrell and Hutchens argue that real consequences (besides incarceration) can bring about real behavior change. Drug testing, if coupled with performance measures and accountability, can result in significant reductions in the use of illegal drugs.
