Julian Pauncefote and British Imperial Policy is a study of the influence of the leading civil servants, the permanent officials, in the British Foreign Office upon the initiation and process of imperial expansion, during the late Victorian era. Author Leigh Wright focuses on the life of Sir Julian Pauncefote, first acting-Permanent Undersecretary and later, Permanent Undersecretary in the Foreign Office. Wright examines Pauncefote's contribution to British empire building, and his role in expanding the influence of the chief civil servant at the Foreign Office in the formulation of imperial policy. There is no comprehensive biography of Pauncefote and most of his private papers were destroyed at his death. This study is based on contemporary accounts and the Colonial and Foreign Office records in the Public Record Office at Kew.
