Uncertain Security investigates the changing concept of security in an expanding Europe in the decade after the collapse of the Soviet Bloc. Christopher Ulrich and Timo Kivimaki's new work chronicles the dramatic geopolitical, economic, and social impact of transnational crime on the Baltics, Scandinavia, and post-Soviet Russia. It analyzes the ability of Russia and the newly independent Baltic democracies to refocus much needed resources away from Cold War military imperatives to counter the threat of organized crime and criminal terrorism. The work is supplemented by an extensive appendix that documents the bilateral and multinational efforts of European governments and international law enforcement organizations to develop political, legal, and crime prevention policies to meet this new multidimensional security challenge.
