This title explores the issues involved in preparing governments throughout the world for the challenges of globalization. Governments that seek to participate in and benefit from a world becoming more integrated and interdependent must reinvent their structures and processes to become professional, digital, technologically proficient, deregulated, honest and transparent. Part I identifies the forces of globalization that are reshaping economic integration. Part II explores ways to increase the capacity of the state to play a catalytic role in creating the structures and processes needed to enhance participation in the global society of the 21st century.
