This account of the development and application of maritime strategy is based on the truism that the function of maritime power is to win and keep control of the seas for one's own use. There is a distinction, however, between the predatory methods of some maritime nations and the desire of others to enjoy the benefits of a peaceful exchange of goods carried by sea.
