Obesity is a complex public health issue that already costs the NHS GBP 1 billion a year, with further indirect costs to the UK economy of GBP 2.3 - GBP 2.6 billion. In 2004, reducing the level of childhood obesity became a Public Service Agreement target jointly owned by three Departments. This report looks at how the delivery chain for this objective can be made more strengthened and the barriers it has to overcome. It finds that: there is little evidence to determine whether the range of programmes is sufficient to achieve the target; the levers to affect a change are not yet sufficiently developed; without reliable baseline data there is a risk that resources will be wasted on unproductive activity; regional roles are not clear; local structures and mechanisms exist to promote joint working, if used effectively; schools can play a key role but need support and clear guidance; there is scope for efficiencies in the delivery chain.
