Periodic reviews of the findings of HMI Reports are published in the "Education Observed" series, in order to highlight general messages and trends. HMSO has taken over publication of this series with this new title on "Special Needs Issues". It uses as its starting point the findings and recommendations of the Warnock Committee Report, published in 1978. Within this framework, it draws on the recent work of HMI to present an outline of current dominant issues in the field of special educational needs in England and to review progress made over the past decade. On this basis, and taking account of current legislation and declared DES policies and guidance, it attempts to provide some estimate of the state of preparedness in this field for the likely challenges of the 1990s.
