This book aims to suggest ways to make the public sector rural primary schooling more effective. The broader objective is a comparative institutional analysis of government, private and NGO schools. The study identifies processes pushing for improvements in the NGO and private sectors and those resulting in obvious failures in the government sectors. The focus is on operational lesson derived from NGO and private sector delivery to make public sector delivery more effective.
