Five years ago CEPS looked at the foundations of strategic partnership between the European Union and Russia in The Elephant and the Bear: The European Union, Russia and their Near Abroads. In this new book, analysts from both the EU and Russia speculate on whether these two very different animals can find a way to improve their strained relationship. Both sides are under pressure: 2007 marks the tenth anniversary of their Partnership and Cooperation Agreement (PCA), which will then expire unless they can settle their differences. Just in time for the upcoming treaty negotiations, this book recommends ideas for the negotiators to implement and provides a valuable reference against which to check what the political leaders actually choose to do.
